Our attorneys regularly assist entities in addressing issues specific to local municipalities and counties, as well as dealings with state and federal government departments, agencies, offices, and regulators.
Our Director of Governmental Relations is former U.S. Congressman Mike McIntyre, who from 1997 to 2015 served as Representative for North Carolina’s 7th Congressional District. McIntyre has 18 years of recent experience on Capitol Hill, dealing directly with a wide variety of issues at all levels of government—from the courthouse to the White House, from city halls to the halls of Congress.
Poyner Spruill has represented clients on issues across the ideological spectrum, working with politicians of all stripes: liberal and conservative, Republican and Democrat. We pride ourselves on maintaining good relationships with most members of the North Carolina General Assembly, the U.S. Congress, and with their leadership. During his last year of service in Congress before joining Poyner Spruill, Rep. McIntyre was named the “Least Partisan” Member of Congress (including both the U.S. House of Representatives and the U.S. Senate).
In addition to being able to draw on the experience and relationships of former Rep. McIntyre, Poyner Spruill maintains an ongoing relationship with a top law firm in Washington DC, with whom we work and upon whom our clients can rely on for assistance with federal issues, and—through our association with SCG Legal*—we have assisted in lobbying efforts in the 50 state capitals, in several large cities, and with foreign countries around the world.
Business and economic development has been at the forefront of Poyner Spruill's work in government relations. Our municipal and county experience includes zoning, coastal, and land-use issues, construction contracting and permitting, and environmental permitting and regulatory counsel. Our attorneys have participated in public bid processes and have advised in utilities regulatory issues. We represent local governments in cable franchise renewals, and regulation of telecommunications, cable and utility companies that maintain facilities in municipal rights-of-way. Other client work includes negotiating encroachment agreements and preparing ordinances with respect to rights-of-way. The firm’s attorneys have also represented municipalities regarding uses of municipally-owned communications facilities.
Poyner Spruill also represents clients with respect to pending or current legislation. We have counseled political action committees (PACs) on raising funds for campaigns and contributing to candidates, routinely attending fundraisers and campaign functions. We maintain a detailed, up-to-date knowledge of political developments in North Carolina, including the status of campaigns for the General Assembly and executive and judicial races statewide, as well as for the U.S. Congress.
