Profile
Chris Brewer joined Poyner & Spruill from the
North Carolina Attorney General's Office where he served as Director of
North Carolina's Medicaid Fraud Control Unit for 17 years. He is
regarded as one of the region's most experienced advisors on healthcare
enforcement matters. His private practice focuses on assisting clients
with complex criminal and civil matters regarding healthcare reimbursement,
Medicaid and Medicare compliance, internal investigations, and responses to
government investigations and enforcement actions.
Representative Experience
Served as the National
Association of Medicaid Fraud Control Unit’s Team Leader for several
global/multi-state health care negotiations and settlements resulting in
recovery of over $200 million for state Medicaid programs.
As a Deputy Attorney General
and Special Assistant US Attorney, represented the state and federal
government in numerous criminal and civil false claims cases.
Advises physicians, hospitals
and other providers on Medicaid, Medicare and private reimbursement, fraud
and abuse, and corporate compliance related matters.
Represents individuals in
disciplinary matters and hearing before the N.C. Medical Board, N.C. Board
of Pharmacy and other healthcare related licensing boards.
Extensive experience with the
N.C. Division of Medical Assistance, N.C. Division of Facility Services, US
Department of Health and Human Services’ Office of Inspector General,
Centers for Medicare and Medicaid Services, fiscal intermediaries and
carriers.
Represented a Medicaid
recipient and his family in an administrative appeal of a Medicaid decision
to reduce private duty nursing care resulting in a favorable settlement to
provide increased nursing care with an annual reimbursement value over
$100,000.
Successfully defended
compounding pharmacy and individual pharmacist owners in a disciplinary
action before the N.C. Board of Pharmacy against charges which included
numerous alleged violations of FDA and N.C. Pharmacy statutes and rules.
Notable Accomplishments
Awarded the US Department of
Health & Human Services Inspector General’s “Integrity Award” in 2004 for
his contribution to fighting Medicaid fraud and patient abuse and neglect.
Directed North Carolina
Medicaid Fraud Control Unit’s recovery of record $50 million for 2004 -2005.
