Andy focuses his practice on land use, zoning, and litigation. He regularly represents individuals, developers, businesses, industrial concerns, churches, local governments, and advocacy groups before local boards, state courts and federal courts in a variety of matters including subdivisions, vested rights, special use permits, variances, text amendments and code interpretations.
Representative Experience
Having worked closely with partner Robin Tatum Currin for several years, Andy has assisted in and lead on a variety of land use and zoning matters:
- Represented property owners before local planning boards, Boards of Adjustment, City Councils, County Commissioners and other local elected bodies
- Represented property owners in appealing land use and zoning decisions
- Advised local governmental officials, bodies and boards on zoning amendments and zoning decisions
- Represented local governments in defense of challenges to the validity of zoning ordinances and zoning decisions
- Represented adjacent property owners in opposing land use projects and intervening in land use disputes

Prior Legal Experience
Andy served as an Intern to the Honorable Robert E. Payne, U.S. District Court for the Eastern District of Virginia in 2005. The same year, he was a Summer Associate with Christian & Barton, LLP in Richmond. In 2006, he served as a Law Clerk to the Honorable Frank W. Bullock, Jr., U.S. District Court for the Middle District of North Carolina.
