Biography
Evan works with municipalities, counties, and governmental agencies on issues such as public records reviews, contract drafting and negotiation, litigation matters, and development agreements. Evan previously served as the general counsel to Cabarrus County, which gives him a unique perspective when navigating the complexities of local government operations. With a strong foundation in local government operations and a deep commitment to public service, Evan is dedicated to supporting the legal needs of his clients and helping local communities thrive.
Prior to attending Campbell University School of Law, Evan worked as a high school history and civics teacher at public schools in Wake County. This experience deepened his understanding of how legal and policy changes directly impact individuals, particularly those from varied educational, cultural, and socioeconomic backgrounds. His passion for helping others succeed and his commitment to creating effective structures for student success led him to pursue his law degree.

- Routinely advised counties and municipalities on contract drafting, risk identification, negotiation, and public bidding related issues.
- Led strategic planning for task force on government stewardship as well as local affordable housing initiatives.
- Collaborated on capital projects with local school and community college systems.
- Assisted with applications for fixed and short-term financing for capital projects before the Local Government Commission and managing the purchase of a $42 million facility for DSS headquarters and a new regional behavioral health center.
- Played a crucial role in managing over $35 million allocated to non-profits under state grants and the American Rescue Plan Fund.
- Led the onboarding of new public records management software and workflow with county information technology and communication departments.
- Represented municipal and county planning boards and boards of adjustment on issues ranging from staff appeals to variances.
- Drafted numerous ordinances and resolutions for local governments including ordinances and resolutions concerning public nuisances, abandoned structures, opioid settlement funding, and reimbursements.
